III. Line the Eye - Cleopatra Style: A black or brown liner instantly opens the eye and adds sparkle. Take a eyeliner pencil and add a line at the top of the eye from inner corner to outer corner. Do the same on the bottom only half way stopping at the iris of the eye. The best kept secret at making the lashes look full is to tight line the upper eyelid.
